How to set provinces in a scenario as colonial provinces?

I got a province lets say province Benni in africa.
It is a european nation province(PLC), 0% of PLC pop
Its NOT a colonial province but i sholud be.
How can i set it to a colonial province in game or in the game files?

edit: to change in the save file, first, make a copy.
Not sure if that already works , but you can try..
Look up the number for the province(s) in History/Provincees or Localisation.
Search in save file for the number + = (ex: 1635=) and a colony has a colonial=2 before the first POP and after fort or garrison or core.

So add the 'colonial' part to get a colony.
You can only convert colonies to states if you have 1 percent or more bureaucrats of accepted or primary culture in the state. Hovering over the colony icon will display how many bureaucrats you have of accepted or primary culture.Hi guys, playing the game for the first time. Anyway, question about colonization. I can't seem to convert the colonial provinces into states. Set the NF to immigration to the colonies and then to bureaucrats after POPs hit around 10%. But the icon is still greyed out. Am I missing something? Any advice would be greatly appreciated!

Are there any mods that you'd recommend as fundamental enough to take from the very beginning as a first time player? A friend recommended the CWE mod to me, but it seems to have added enough that getting used to it would have its own challenges. Likewise I was tempted to get the PDM mod after seeing its wiki entry but had to remind myself why I'd faltered in starting that CWE game in the first place.
It might seem pretty simple to just play unmodded from there, but I remember reading in some thread a while back that the base game's economy might end up collapsing later on, especially if one ends up with a fully planned economy.
I tried PDM, but did not care for some of the tweaks, such as units being 1000 soldiers instead of 3000 soldiers. NNM - New Nations Mod - was the answer for me, as it has all the PDM stuff in it as far as nations, events, and decisions, but without economic or military modifications.
PDM addresses a lot of the problems that cause endless Communist rebellions. That was one of the reasons I first gave it a try
Communism works quite well in Victoria 2. Assimilation is up and you get to decide what factories to build in which province. Just building the railways all by yourself is very tedious. I mean I can afford it but I don't really feel like clicking a thousand time to build up infrastracture in my vast African coloniesOn the other hand you can play vanilla without facing the monthly commies swarms. I think of it like other game aspects, just like you can crash your economy, you can crash politics. It's just that it's very tedious when you crash the politics. On the bright side, if you give in to communists; state capitalism will prevent capitalists from ruining your economy.

I recently finished a game as China on PDM, where there was no option to get out of State Capitalism (or Planned Economy) til pretty late on (and well after I'd westernised). The amount of factory upgrading and railway building was quite painful
