The problem is that almost all of the answers depend on which country you're playing.
The budget varies widely from country to country, but if you can finance at least 50% Admin, Military, and Education and keep your taxes under 100%, then you probably don't want 100% taxes. Basically, it makes for a lot of unhappy peasants who WILL revolt at some point. The more they have to spend, the more that your Artisans and factories can earn. Tariffs go from subsidizing products so your people can afford to buy them (which means your domestic producers can't compete), to making foreign goods unaffordable, which is fine if your economy produces everything, but not so fine if it means that the pops can't buy their basic necessities. More importantly, poor people don't promote, so you'll end up with less middle-class for later in the game when you need them. A SMALL tariff income is fine, and even necessary for some countries, but don't overdo it.
More importantly, what's the Administrative Efficiency in your more populous and prosperous provinces? If it's low, there's your problem: not enough of your imposed tax burden is actually being collected. A National Focus point to promote the hiring of Administrators (Bureaucrats) can lead to a much healthier income at the same tax level. I shoot for around 80%, and let the normal tech improvements and gradual bureaucratic "bloat" bring that up to 100% over time, rather than boost it early and then have it balloon into some paperwork monster that eats twice as much administrative salary as is needed (anything over 100% efficiency is wasted, yet you're paying for it).
Colonies can be converted into states, but if you don't have the money to invest and make them a financial benefit rather than a liability, then there's not a lot of reason.
Remember that any changes you make in the sliders may take months or years to have a noticeable effect. Don't expect to see dramatic changes in a matter of days.
Basically, we would need more info to give you a more detailed response. I'm not a great player, but good enough to at least give some basic hints.
Other than Health Care and Education, most of the reforms can be enacted when you NEED to in order to reduce Militancy, rather than because you want to. Basically, they cost you money or political support, and don't actually GAIN you all that much in return (unless you're in the New World, in which case they boost immigration considerably).Is it worth going for political and social reforms? Tariffs only apply to goods bought from the world market, when you're sphered your pops will always buy from your sphere master first, which is tariff free. So by being sphered you gain preferential access to goods from your sphere master, but it will cripple your tariff income.How does sphere of influence work for tariffs? My factories are just out compared by my artists but only in products that use materials that my country have. (+ They produce things that my factories don't) Is that good? It is 1877.
Yeah outlaw it there is basically no reason to keep it especially late game.Is it worth bulding ships and expanding ports only to create full states form colonial states.
