Sorry, I should have specified I was talking about effective tax, not the slider. Effective tax = tax slider * tax efficiency.

Ah, ok.

Early on first all for nations when you have no real choice anyway. Later on..depending on your situation, your aims and as you like i'd say.
I'd lower them. Militancy and all that jazz. Something between 30 and 50, usually fifty, depends on classes.

I'll probably lower them as my tech starts improving and factories start working.

Where is the file text for the event where one of your spherelings attacks your embassy and triggers a war? I think the event has 'dragon' in the title, but all I can find is an event for only uncivilized countries. I've had the CSA revolt against me with the same event so I know it can trigger for civilized countries, therefore that event can't be it.

Does 'controlled_by = THIS' mean that the country just needs to own the province? Can you prevent gaining a core by allowing a rebel stack siege the province?

controlled_by = THIS refers to the country that is receiving the event. You could definitely prevent it by allowing anyone to occupy the province.

how do I get jews to migrate to Israel after I create it?

Jews already migrate more likely as soon as Israel cores exist.
Apart from that i don't think there is anything specifically one can do, other than the regular factors to encourage emigration like joblessness.

I got in 60 years in Linz(Austria) from 0 to 20.6% Jews. That's awesome. I want more migration.

I want more Czech in Vienna.

I just loaded up a vanilla HoD game as Liberia (primitive nation in USA's sphere) and on the Politics screen's Reforms tab, they get -5% Military Reform cost and -25% Economic Reform cost. When I load up Hyderabad and Beroda (primitive nations in UK's sphere) they get -15% Military Reform cost and -5% Economic Reform cost. When I load up Sindh (primitive nation not in a sphere) they don't get those bonuses, only Upper House and Literacy.

I think the confusion on this results from the game's tooltips not explaining that those Military/Economic reform bonuses are tied to being in a particular sphere.

Although, it's true that those technically aren't bonuses to Research Points, since uncivilized countries can't "research" anyway, but the effect on reforms is equivalent to the RP bonus for civilized sphered countries.

Are those actually related to gov't type of sphere leader? Or something? I have always wondered this.

I recently finished a game as Korea without ever having a chance to pass any political or social reforms. The Upper House reform desire never got higher than about 44%, max, no matter what decisions I made or how much I tried to raise MIL and CON. I had plenty of revolts but was always able to crush them easily (I realize I could let them win, and change governments that way, but that seems gamey to me). I had this experience in an earlier Panjab game also. My question is: why do certain nations and regions have populations that just don't seem interested in reform? Is it something hardcoded, or....?

Do I need to be a GP to get Redshirts as Sardinia-Piedmont? When will they start spawning?
Garibaldi's Redshirts only spawn in the South Italian states. If you want to use them to form Italy, you can DOW on Two Sicilies with a cut down to size or something (only using them since they're probably not in a sphere) and occupy them till the Redshirts start to spawn. Then peace out and a year later you'll be offered a crown from the gutter, provided the rebels win.

Nothing hardcoded as far as I know, just certain governments and POP ideologies in 1836 mean that countries don't get very liberal. Just try to turn your POPs liberal and eventually they'll ask for something.

If you load up "technology.txt" and look at the various tech schools and their modifiers, there are "unciv_economic_modifier" and "unciv_military_modifier" for each tech school (although they are reductions to reform cost rather than bonuses to RP's) -- so uncivs get reform cost reductions based on their sphere leader's tech school. It looks like the best sphere to be in is one where the sphere leader has commerce_tech_school (called "Business Schools and Tycoon Capitalism" in-game), and apparently only USA starts with that tech school -- it gives their uncivs a whopping -25% Economic Reform cost (the best modifier to either reform category by any tech school) plus another -5% Military Reform cost. This helps Japan westernize quickly, since they tend to be in USA's sphere. The worst tech school is Traditional Academia, which gives no bonuses to uncivs.
