I have a quick question about the PDM mod, I just can't seem to access the PDM forum. (Does it still exist ?)
Anyway, I have a problem with the state casus belli.
Once I have won a war where I have asked for a state and peaced out with the state. The game just doesn't enact the state change.
So I just end up with a useless war where I don't get the state I fought for...
(This bug only occurs for the state casus belli and for any country.)
Any idea what can I do ?

Yep, you need to register the game.
You probably didn't peace out for that state by accident. There is no other explanation besides a corrupted file which is unlikely. Go back using an autosave and see.
Go to Steam, go to library, click Victoria II, Properties, Verify Game Cache (I think it is this process, I may have missed a step or a name).That's the thing, I tried many changes, at first I also thought that I had forgotten. But after trying many times in different configurations ( with/without allies, no other casus belli, etc...)
But nothing changes, it just doesn't work. (Besides the other casus bellis do work, so it is only the state conquest one.)
What is register the game ?
Anyway, if it is a corrupt file ? How can I find it ? ( I only changed the language settings in the file and modified a few things on Egypt. So I hope it is not me that did something by accident.)

However, doing that will replace your game files so you will have to reedit that Egyptians thing and the language settings.
You register the game by going up to the top of this page, click Register a Game, and enter your Victoria II key.
No problem. Are you sure the Victoria II key can't register?Done, except for the V2 key that isn't recognize for some unknown reason !
Anyway, I tried the steam properties thing and does not fix my problem ... (Btw thanks, never looked around the steam settings, was worth it ! - Setting language without modifying files. -)
Well, my last option is the re install V2 ? Or perhaps, start a war/game again and see if the problem occurs again ?

No cheat.Help needed (or advice) - HoD, Concert of Europe mod.
Playing as UK - Problem building steam shipyard.
The UK defaults to either Whig or Conservatives (so either LF or Interventionist) I cannot seem to be able to manipulate to get a Tory government, so cannot 'build' a steam shipyard to kickstart steamers.
Is there a 'cheat' to achieve the desired government so that I can kick start it, or do I have to wait and hope that eventually, some capitalist will - I've tried shipbuilding focus, but no joy from there either (3 provinces for 10 years)...

About the bug, still there ... Well, not exactly, it seems that some countries are affected and some others are not.
I tested with Austria the state casus belli to see if it worked or not, it did. Now I have started a new game, because my old saved games still had the issue, I finally had a state casus belli and the same problem occured once I won the war...
I guess i'll have to de install / re install the game and the mod.

Anyway there was things to be fixed through the properties, so it wasn't useless
Btw I still can't access the pdm mod thread because of the key that isn't recognised !
EDIT : So I reinstalled the mod and the hotfix, I launched a new game with the country I had issue with and the issue is still there. Somehow it seems that the game assimilates the peace offer to a white peace instead of a conceding one.
I noticed it, because I offered peace through the defendant and once peace was accepted, it said " XXX accepted our generous peace offer : White peace ". (Which it wasn't.)
It's your leadership, which represents the number of officers in your military. When you save up 20 or so leadership, I forget exactly how much, you can create a new general or admiral. By default, the game automatically creates them to fill up the number of armies and navies you have, though you can use extra to spend more so that you can get better leaders.Hi all,
