I am playing my first game of Victoria 2 as Mexico. Seem to be getting a handle on things (having played both CK2 and Hoi3) but one question - can't seem to build factories. I assume it is a tech I have to unlock or am I missing a button?
Check the policies of your current ruling party. If they have the Interventionist economic policy, you can't build factories, and if they have the Laissez-Faire policy you can't upgrade or subsidize them either.

Democratic Mexico will be slow to industrialize, but at some point education, prosperity and the use of NF to push capitalists should do the trick.
The easy way is to switch to a party that has state capitalism or planned economy when you have a lot of money, build as many factories as you can, and switch back. That jumpstarts industrialization and allows for capitalists to make money and invest.

Is there a way to check the militancy of your enemy during a war, or is the only way of doing it to load them up from a savegame and look for myself?

Assuming there isn't... if I push their War Exhaustion to 100, is there a rule-of-thumb for how long it will take to drive their Militancy to 10? For some wars I want to really weaken my opponent, and I'd like to max their Militancy to cause revolts and secessions before letting them end the war.

Another quick question: I think generals gain experience, but do units also gain experience? I think capital ships gain Prestige, but I don't think that makes them better in combat.

Every unit gains experience. It is easy, just go click on one of your armies and look at stars under unit names. Generals gain prestige, not experience.

War exhaustion increases militancy. If you don't destroy their army though, they will easily suppress any rebellion if mobilized.

Yes, I know WE increases Militancy -- that was the point of my question -- if you drive War Exhaustion to 100, how long does it take for their average Militancy to increase from 0 to 10? I'm guessing there's a formula for how much Militancy per month is gained when WE is 100, but I don't know where it is documented.

Every unit gains experience. It is easy, just go click on one of your armies and look at stars under unit names. Generals gain prestige, not experience.
I'm curious, do they gain experience fighting rebels?

Another question: what are the restrictions when it comes to loading troops onto transports, when taking command of satellite forces? For example, if I'm UK and form the Dominion of Canada, and take command of their forces during a war, can I load Canadian troops onto UK transports and vice-versa?

I don't believe so. Also, you can't split or otherwise reorganize units you take control of.

I'm curious, do they gain experience fighting rebels?
Yes they do( I think) but they won't gain much because the rebels are so technologically backwards.

Mexico is not a monarchy, so can't voluntarily switch governments.

When playing the early USA is it more important to focus on State growth and expanding into Mexico allowing your capitalist to handle railroads and factories or can you try to do both?

When playing the early USA is it more important to focus on State growth and expanding into Mexico allowing your capitalist to handle railroads and factories or can you try to do both?
Early you will have to do both. You can decrease the average price by invest in the railroads/factories your capitalists build. Later your capitalist will be able to build railroad everywhere at the same rate than you (when you reach the second or third railroads level). For factories, put a party that have state capitalism head of state is very hard as USA. If playing a game with AI in control drive you crazy (as me ;) ) you could edit your savefile, try to find "ruling_party=" right after the "\nUSA=" line, in vanilla the state capitalism party for USA must be 77 or 85, not sure, but try both.
