How does the AI choose techs? I'm currently the USA and waiting on France to develop cheap steel (requires year 1850). France has plenty of techs that require later dates. It is caught up on army tech. It has filled out Industry techs except for that specific column. It seems to be a completely random order. I have let the game run a couple years to test some mechanics and it triggered at various times. One time was as early as 1855 (I wish I just kept playing this), but now nothing by 1890 in my main game . China and India are going to be westernizing soon and I need to encourage France to stop being le tired and build me a Statue of Liberty.

You are right. It's quite random. I think it works like this: Each tech has a weight and modifiers (which are multiplied with the weight). The chance of AI choosing a specific tech is that tech's weight divided by the sum of all weights.

The highest civilized level for the region is automatically applied when you conquer part of a region that you also control part of.
Could you please reconcile your statement with what's discussed at the end of this thread:

It is Worth noting that if you create a State out a colony and THEN conquer the rest of the region of said state, the rest will become a state, which is VERY useful. But that Works only by conquest - if you make Fernando Po as Spain a State, and colonize the region, it WON`T become a State.

Alas it cuts both ways so be careful when you conquer a region in which you have a colony and your opponent has statified it, you'll bring it back to colony and end up with a lot of angry craftsmen that can't have a job since no factories can be built and can't emigrate. The most common case is when you conquer Johor and then later conquer the british enclaves to tidy the borders, realizing then than UK managed to grant statehood to the region.

So, for example, if I am playing USA, and at the start of the game I send an expedition and create the Protectorate or Colony of American Columbia in the unsettled part of the region, while the UK turns British Columbia into a state, and then later I conquer British Columbia to form a united Columbia as part of the USA -- it will be a Protectorate/Colony (whichever I created) and no longer be a State, even though it had been when it was part of the UK?

I have no idea for that. I think it remains a colony but I have a high chance of being mistaken.

I just tested this with that land east of the Caspian Sea and it seems like the whole province turns into the type your country owned. I had a colony and took Russia's state and the whole thing became a colony. I switched to Russia and took the colony and it became part of the state.

Started a new game as prussia, retained all of my sphere's from game start plus got the other northern germanics in my sphere that the wiki mentioned i needed but i still do not get the decision to form the north germanic federation. am i missing something here? the description in the game does not make sense as to what is required and the wiki must be outdated beacuse i did what it said i needed to and it did not work. could it be beacuse hanover has an alliance with great britian?

Started a new game as prussia, retained all of my sphere's from game start plus got the other northern germanics in my sphere that the wiki mentioned i needed but i still do not get the decision to form the north germanic federation. am i missing something here? the description in the game does not make sense as to what is required and the wiki must be outdated beacuse i did what it said i needed to and it did not work. could it be beacuse hanover has an alliance with great britian?

Figured it out, was missing Denmark, either i read the wiki wrong or it does not say you need denmark. either way i have another question. after i formed the NGF i went to war with austria and got 13 infamy, not more than a year later i get a request to support the ottomans against greece in a crisis. france is backing greece GB will join me but what they want me to demand for them to join shoots my infamy up to 32, am i better off just not accepting to support the ottomans and i am assuming losing prestige, i can avoid the crisis but then everyone decs on me to contain and none of my allys accept call to arms.

Do negative subsidies help exports or simply increase consumption of imports? Will pops internally migrate to resources that are in high demand? Does the immigration NF help internal migration rather than immigration? Are satellite's economies linked to their ruler or separate?

There are buttons on the Crisis tab to offer a deal to each one of the other Great Powers still on the fence -- if they accept the offer, they immediately jump to your side.

However, the other powers still on the fence will then have a negative opinion modifier due to you making a deal with another GP, so deals are best used to get one critical GP to get off the fence and on your side, not for overcoming a hopeless situation by bribing several other GP's.

Do negative subsidies help exports or simply increase consumption of imports?
All they do is make imports cheaper. This helps your exports if they rely on expensive imports, and helps your POPs meet more of their needs if they're forced to pay for imports, but could only change your import consumption if the POP already wanted to buy more but couldn't afford it before the subsidy.

I am playing my first game of Victoria 2 as Mexico. Seem to be getting a handle on things (having played both CK2 and Hoi3) but one question - can't seem to build factories. I assume it is a tech I have to unlock or am I missing a button?

So far so go...I annexed Texas... ^_^
