How does one form Austria-Hungary? 1852 in my game, Austria with less than 80 prestige, already discovered Nationalism&Imperialism, neither Germany nor Italy exist, militancy below 5...

... but still can't do it. In fact, it's the Germany and Italy conditions that the game keeps saying are not complied with, even if both countries do not exist.

But the text ingame clearly says that they must NOT exist. Weird. Then no Austria-Hungary I guess. I'm just not letting Prussia form Germany. Not with MY SGC. :D

I don't know about events, but if you roll back voting reforms with the communists in power, this is the result. Specifically, if you are a democracy: revert to no elections while the communists are in power.



Upper house is not the same as ruling party. But appointed is okay. "Ruling Party Only" is what will devolve a democracy into a dictatorship (EDIT: I'm not sure this true, actually. Sorry. I think it's ONLY the voting reform that matters here). I don't think there's a way to go from Democracy -> Monarchy by reform -- it will be a dictatorship based on party type.



Coalitions? Coalition governments? Those are basically just groupings (i.e. if Socialists + communists do better than Conservatives + Reactionaries, Socialists will lead the "coalition" government)
Or Coalition wars? There is no such thing really, not like EU4... but if you exceed 25 Infamy, there's a good chance a bunch of people will join a punitive war against you.

Guys....I was thinking and I remember that there are techs that encourage migration to colonies.I was wondering is there a way to make a decision that limit migration to some colonies? I don`t like that they are all over the place.I want them to focus on only a handful.

Can you guys tell me the code line that I need to reduce migration to colonies, if there is one.I will write the decision and run it by you.

Edit. When one moves population via decision, is there a way to target a state rather than a province? I mean I want to make them move to x state rather than specify the province.Is that possible?

You might be better off asking in the modding forum. There are still a few regulars around there that tackle such scripting.

The reform? I'd say that's about as obvious as it could be -- it is called "Upper House."

The election cycle every 4 years would only impact the upper house in that you could use election events to change the affinities of the people. Unless Upper House is "ruling party only" in which case your elected ruling party would directly impact your upper house in that it would be dictated by that election.

Where do I remove the ridiculous immigration attraction bonus to the Americas? My entire population as Germany is sailing away to the US and Brazil by the hundreds while my colonies rarely get 5-10 people despite having the national focus for two decades.

I was about to ask about that - even with all reforms allowed, economy very much a heaven, even dire need for new workers, my people tend to emigrate to Brazil, USA and Uruguay, even when those are in economical hell.

Am I supposed to babysit industrialization through national focus points? Because there is no passive increase of capitalists. POPs just won't convert on their own. And for craftsmen, it is very slow unless I set a focus, while clerks won't even appear with a focus. Feels like my country just doesn't want to industrialize on its own, and it was a bit different in AHD.

I get plenty of capitalists without ever NFing them. I almost never use NFs to create capitalists.

If you can't get a single capitalist in each state without using the NF, then something is wrong. Either admin efficiency is far too low, literacy is far too low, or POPs don't have enough money to promote.

Oh, pops need money reserves to promote? Didn't know that , but I always set taxes to maximum along with high tariffs if possible.
I mostly only tax the poor into space. The middle strata always starve, so I can't tax them as much and the rich are also usually taxed quite much when I set my taxes. The tariffs can have some serious effects on your economy. I try to keep it less than 10 %.

Are the (state-sponsored) resource stockpiles sold on the local market first, or directly to the world market?

Does local market include sphered nations and puppets, or just the great power? Someone back in 2010 once said that being in a sphere means that you have the advantage of sharing the resources with your overlord and his other spheres, since you have a common market.

Also, when a great power buys something, does it buy only for it's own needs or for the entire sphere of influence?

And finally, what happens if there is a shortage of grain? Or say, the shortage of all food materials in general (i.e. life needs)? Do people starve off in a famine and die or are the famines just random events? Or, do those people simply live on feeding on air, just to get militancy and rebel/emigrate?

Definitely share the market with your sphere partners. I got sphered by USA and tariffs income went to almost nothing because my pops bought everything from there. My artisans loved it but for some reason the poor and rich weren't doing as well as before. I don't think puppets are part of your local market though, unless sphered.

I don't think there's anything on them that can tick. Land wars will tick based on land, and Humiliate will tick on battles, but most others won't tick at all.

You can hover over the CB in the war screen and it will tell you about any ticking war score that is possible and how close it is to applying (and the strength of the effect, and increase over time, if the criteria are met).

Yes, after 5 (?) battles.

They should have, AIs have zero naval attrition. If reloading your game doesn't work, you're stuck you either accept their wargoal or you get enough naval range to kill some smaller stacks.

Yes. If Bavaria is AI, all AIs in the game will fire this decision once per day, causing all non-human countries to have their prestige basically fixed to zero, and your computer to sweat.
