I'm still trying to learn how it works to maintain armies. For example, in the upper-right info bar section, we see a XX/XX number - this is the number of active brigades out of the number "you can support". However, when I go into the Build Army screen it usually displays an option to build more units from different provinces, even if the other number is say 21/21 or something.
Am I correct in assuming that it's therefore possible to go over that limit, but there will some kind of malus if you do? Or is there a different mechanic at work?
Beyond that, any hints for building a sizable military? I'm playing as Belgium - have some overseas possessions and good tech/industry at home, but obviously don't have a ton of territory to work with. In the last general European war France steamrolled me. While I don't expect to compete with them per se, even Holland has got a much much stronger land army than I. Feel like I'm not optimizing things though not sure what else would be possible.
