Does this mean if you have a Liberal gov obsessed with closing factories and then not allowing you to re-open or delete them, you are screwed?

I agree with SweetHalcy, micro really irritates me as well!

You would have to be in such a situation where every single factory in a state fails; that will almost never happen. Plus, the reserved slots (I forget when they officially open) will ensure you have the opportunity to have new factories later in the game.

Hi, I have recently picked up Victoria 2 again, and I have a small question:

Do capitalists provide some kind of bonus to factory efficiency? I seem to remember something along those lines, but maybe that has changed. If they do, how many capitalists do I need in a state for the maximum benefit?

If by close, you mean shut down permanently and free up the slot, I genuinely don't think it exists. You have to do it, unfortunately. It's why HOD puts a maximum of six factories built in states by capitalists; the other two slots are for the high tech factories that ordinarily never get built.

This is a bit of a disappointment, but thanks for the reply; much appreciated.

Anyway, you don't want too much capitalists, those money grubbing bastards; usually a population of 0.4% is a decent amount, provided one's large enough. But really, in the early game, it's much better to go for State Capitalism, in which capitalists have a very minimal effect, while in the late, they don't need much stimuli and the system runs fine on its own.

How do weighted voting systems work?

If I have Weighted Universal, does each rich pop count as three persons, each middle pop count as two, each poor count as one? Or, does the entire rich class vote, then their votes become 3/6 of the upper house, then the middle vote, they become 2/6, then the poor vote, and they become 1/6?

If it's the former, isn't it practically identical to Universal voting, since the poor outnumber the rich so much that even if they're counted individually at x3 they'll still not come close to the numbers of poor or middle?

I had thought that they would be a replacement for cavalry..

Why sometimes my goods do not gather for construction/recruiting new units.

Im playing Brazil, i am the 5th Great Power and 1st in Prestige, AND all my expenditures are on maximum including National Stockpile for all three brands.

I just got a new railroad tech and i paused and quickly clicked to built the new level on all my railroads, but it turns out that NO cement has been gathered, even after a year, in all these railroads.


And it isnt only cement, i am building quite alot of factories and no Timber was gathered as well, at all (though machine parts and some other stuff were gathered normally). Is that problem an issue with the world market in my game or a domestic issue?


Thing is it got to me in an unfortunate time... Just now i managed to change to state capitalism and am reforming my industry since the freaking capitalists always picked the wrong factories and built them in the wrong states. Before i realized i had that cement trouble i constructed like, 20 factories, all with their outputs in the state RGO, and building factories that relate to each other in the same states, something the capitalists just didnt do. But that cement thing trolled me bad...

I believe that the WM is bugged and that access is determined by total rank, not by prestige, so being 5th in line, you're just unlucky that there is a lot of other constructions going on, that's all.

Which is why I always keep my stockpiles set to 2k and never go over 100k in my treasury until I've done so.

Also, I finally managed to get a Great War to start through a crisis.... only for the idiots to declare WP following the day.

Please don't tell me this kind of behaviour is the norm, because that was a real buzzkill.

:huh: What mod are you playing? White peace is impossible in a great war; at a minimum the losing side is forced to accept being cut down to size and humiliated.

pre-HoD: tanks != artillery/hussars/planes --> useless
HoD: engineers on steroids (useful for speeding occupations with forts present)

The crisis system seems to behave a bit strange.
- If one (or both) sides fail to attract a great power backer, the crisis fizzles. Even if the threatened side does not get a backer while the other side does (for instance, Greece gets backed by the UK, the Ottomans don't get a backer). One would think that in such a case the Greece/UK side would push through their demands, or have the option to go to war or something.
- Other great powers don't seem to mind their allies siding with the other side than themselves. In some cases I can understand that when the crisis does not directly affect them. However, I as France once sided with the UK (plus Prussia, Austria) against Russia (my ally for several decades). They gave in and released Poland. Afterwards, we were still allies and at 200 relations.

Is that normal? Sorry if this is a basic question everyone should know, but I haven't played around much with HoD.

The first part is WAD. Both sides need a GP backer for the crisis to proceed.

The second part may be a bug, as the "losing side" in a crisis should get a relations hit with every country on the "winning side," as far as I understand it. However, this could also be different because Russia isn't a GP backer, but the GP itself (although a relations hit should still occur). It also depends on how long the crisis lasts, if memory serves.

1) Ok, not a bug then. I still think that it makes no sense, though.
2) The crisis did not last very long. Essentially, as soon as I made up my mind to backstab Russia, they caved in. So it might be a bug, might not? I do think Russia should at the very least get a relations penalty with me (which could lead to a cancelling of our alliance on its own)

Is it ever practically possible to get enough communist/fascist/reactionary strength in the upper house to repeal reforms? With First Past the Post election system and party loyalty NF I can get any party to win the elections, but house majority is an entirely different matter. If "Two Per State" actually worked the way it claims to work (two representatives per state) instead of being 10,000 representatives from each state just weighted evenly then I could see it being doable. But the only way I could ever imagine getting a dictatorship elected is if you lose a lot of territory and your pops all turn fascist. Any other way to do it?

I don't know about HoD but Pods of Darkness does allow you to do this, I have had a reactionary majority in the upper house before, I got the event during the Liberal revolution that would increase Reactionary by up to 40%. I didn't roll back any reform though as I was trying to turn my country from being an Absolute Monarchy to a Prussian Constitutional one.

Hi i had a question regarding the strength of naval transport ships.

All my transports appear to be depleting to about 5% strength regardless of their distance from a naval base. Does anyone know why this is or how to prevent it? Thanks :)
