A couple of questions:

After Westernizing China early, I've tried to reduce emigration to other countries by trying to find a fine point between lowering MIL and lowering CON so they do not migrate to other countries.
Is there an effective strategy to reduce emigration?
Or do I need to conquer all of North America, South America and Oceania?

If so, if there a way to 'turn' a country to grant voting rights? Other than trying to incite Jacobin Rebels so they can take over the state capital?.

Or do I need to conquer all of North America, South America and Oceania?

1. The only thing I've found effective to reduce emigration is becoming a democracy. As Krakow with ultra high mil / con and high unemployment I had almost no emigration. I played once a lesser Germany with only German POP but prussian const' with full reforms, a literal Utopia, and I was still having quite a lot of emigration.

2. You can grant vote right with enough liberals in the upper house. They tend to grow naturally tho for a western country. It is a little harder for other country but once you start industrializing it will kick out tho

3. I answer from my own experience, not sure if it is how it works

Two questions
Playing as Austria-Hungary I was able to get the worlds second largest military under jingoism in 1891, with around 173 Brigades out of 213 or so. By that time i had heavily focused on literacy and my literacy was about 72% more that America, so i was fully up to date on military technologies. I'm also able to mobilize another 140 brigades. A little later a crises started in fiji between the united states and the U.K, I sided with the U.K since they were my ally the momnet the crisis broke out and saw that Russia and the South German Federation (which i had formed but had broken out of my puppetry when it became a great power, which i find unrealisitic, but it was also my ally) were also ready to back the U.K in the crises. Germant had also been formed in my game, but as a crown of the gutter event after i had knocked prussia out of great powerhood, so it was basically prussia - schliesen and west preuzen (which russia took but was later realesed via crisis to poland). Anyway, After i while i say all the great powers, France, Russia, SGF, and Germany side with the U.S. The S.G.F and Russia had a -50 penalty against aiding the U.K because it had "too many war goals" but it had the same as the U.S, one war goal to acquire fiji. What does this mean, is it a bug, or a glitch?

Also, I was wondering how to field larger militaries. The crisis broke off into a great war and i was pitted againes russia, germany, SGF, and France (the horror!), but i tried to remain valiant and fight them off since i assumed the small 4 million (compared to my 21 million) populations of the SGF, and Germant would yield a small army and therefore a fast defeat and easy warscore. However i was shocked to see after a while, that both Germany and the S.G.F has 130-135 brigade, almost as many as my 179(out of a possible 203)! How do such small populated countries have such large armies? Is it because of accepted cultures becasue i have 5.5 million, (more than their total populaiton)? My indutry is much higher than theirs aswell! Also they seem to be winning battles where the numbers should be against them even though i assume we have the same military techs since mine are maxxed out. Can anybody help me please?

What is the Jacobin AI budget policy? I am the Netherlands and after the communists took over in France their military has been reduced to almost nothing. My military score is 296 (Soldiers & Army: 204.823) against France's score of 94 (Soldiers & Army: 0.280). France is in second place over all and haven't lost any wars, so I don't know what happened... I expect the lack of a proper military is due to very low taxation or something.

Anyways: I noticed that there is a huge Jacobin rebellion in France now. Can I expect the Jacobins to fix the military?

In other words: Should I strike now? I have dealt with Prussia, so France is the only real threat left on the continent.

Sorry but I do not know about your first question.
For the second, allways beware of France / NGF / SGF. They may have been reduced but their core provinces are highly populated and highly literate. In a case of war they will mobilize and since, unlike you as Austria, their POP is almost 100% accepted, they can field thrice (?) as much as you could with the same amount of an innacepted POP. They will have tons of leaders so the less armies they have, the best they will be leaded too.

Any sort of external solutions won't work (unless you conquer any and all country on the world). Generally as China you're not really able to get rid of emmigration - you've simply too much people and too few good rgo's to kill it all). Either you conquer tons of states with low population (Arabia/Parts of Africa/Western US/Siberia) to divert a part of your emmigrants to internal emmigration, or you ignore them at all. The only way to prevent emmigration in China at all is to leave them uncivilized.

The too many wargoals simply means, that the regarding country thinks the regarding side cannot win. In that case, it's a bloody stalemate in the opinion of Russia and SGF.
what are the criteria to accept a culture? is there anything that can be done to get culture acceptation to speed up?
Nope. Accepted cultures are only gained in some specific decisions (like Scandinavia accepting all othe Scandinavian cultures) - there's no generic way to accept cultures.

The others feature crisis state - since they're false it means these farmer live neither in a colony with a active crisis, nor in a slave state with a active crisis - perfectly what's reality.

If you look at pop_types.txt you would expect the factors marked in green to contribute -0.2% to the demotion factors, instead all of them are 0.0% . If you take one of the examples where crisis state is displayed, in pop_types.txt you have:

so for some reason state_scope has become Crisis State in the popup I'm not sure if this was the intention.

is the fact that I don't have a socialist party as New Zealand a bug? (released them with the later start so I would have all the islands)

I just passed the secret ballots reform, and now I can't switch back to liberal every time they vote in a conservative government, because I need that assimilation rate and I have like 50% socialists, 25% conservatives, 20% liberals and 5% reactionaries.

China westernizing on that sort of time scale is a Thing in HoD, yes.

I am Colombia at war with Venezuela. I have occupied all their provinces and destroyed their army. War score is 100, and Venezuelan war exhaustion is 100%. My war exhaustion is 26%, though slowly increased by remaining Venezuelan navy blockading some of the ports I have occupied.

I am demanding that they become my puppet and that they cede that bay region in west Venezuela. It demands 113 warscore however so they won't accept peace no matter what. Will it eventually go down over time or should I just abandon half of my conquests because some damn 13 points?

I don't think it will go down over time, unless migration/economic problems reduce the value of the region you're demanding. You could consider making the proposal and then, without unpausing, tag switching to Venezuela and accepting the offer.

If I need the cash I run it at 91% until I'm 50% efficient, 81% until I get to 100% and then 71%.
