What is the difference between primary culture, secondary culture, and non accepted cultures? Also does your entire population affect literacy, or is it based only on primary/secondary cultures?

A quick guide on the differences would help a lot.

Literacy is the average of all people living in non-colonial provinces (regardless of which culture).
The difference between them is mainly a voting thing:
Depending on your party, either all, primary&secondary or primary cultures only are allowed to vote.
Also, to convert a colony in a state, you need 1% of the colonies population to be bureaucrats of a primary or accepted culture (so 100% bureaucrats won't help if you're France and these guys are Japanese).
For states with significant non-accepted population there are some events around (most, if not all of them are nasty).
Guards are only buildable from accepted/primary culture soldier pops.

Is there a production malus for non accepted POPs like in vicky 1? IIRC in Ricky non accepted POPs were only half as productive.

Not directly. However, non-accepted have a base militancy gain for being not accepted, and are therefore more likely to join some rebellion (if it's for independence, unification or some ideology). Well and people currently in revolt don't produce anything (and kill the rgo/factory efficiency in the province they're currently occupying) - as well as being supposed to have much more of them die (and therefore not return to work), than non-revolting pops.

Thanks a lot. I have one more question for now. I recently civilized with Persia in 1856 under the Russian sphere. When I clicked that Westernize button it said that I would gain some techs from my sphere master. I only got the first row for the first 4 fields, and for industry I didn't even get all 5 techs, I was missing experimental railroads still.

Am I supposed to get more then that, or did I get unlucky that Russia sphere'd me?

Well, Russia is usually a very backward country, only remaining GP because of their starting prestige and the vast MIL score they get from all that soldiers. In AHD Russia almost never colonised the parts of Siberia uncolonized in the '36 start - just because they never got the required techs.

I see that people tax a lot: Poor, Middle and Rich class 100% Taxs. ¿This dont have negative effects? I know that Rich and Middle class will demote. ¿Whats the effect with poor class? ¿Only High Militancy? BTW ¿whats the time limit to tax more than 50% Middle and Rich Class before the demotions?

Tax efficiency. If you only have 15% tax efficiency and set a tax of 50% then your effective tax is 15%*50%=7.5%, while a 100% income tax is only 15%. You can increase tax efficiency by having a properly working state bureaucracy and inventing new ways of taxing people (Economy Techs).

Yes, that's usually correct. It all depends of course on what country you play as. If you have few (or even none) capitalists and are only on the verge of industrializing, give them poor Rich people some slack. On the other hand it takes usually some time for factories to become efficient enough to be profitable, so if you've got a large population of artisians, they hate taxes.

As for techs, yes - when playing a peaceful industrialist I usually try the industrial and cultural techs first (as prestige is helpful for industry, and at peace the only source are inventions). But I'm not very good at the game, maybe some other people have better ideas. I find it's helpful to look for AARs that describe the player actions in detail, you'll learn a lot!

You need to check this on the population side to know for sure. Find POPs representing each type, and see how they are doing before you change taxes and afterwards. How much less of their needs (in %) they can purchase after you bumped taxes for them. How much they promoted before, and how much they are going to promote after. Whether they are unhappy now (accumulating militancy) or still okay with it (still having their MIL decrease over time).

The same goes for spending, you should check how many more Bureaucrats will promote/demote when spending is set to 70%, 80% and 90%, and decide where to set that slider. Or how many Clergy will promote/demote, and what your literacy gain rate is going to be when your education spending is 71%, 81%, 91% or 100%.

In general, I think most people will/should tax something like 100%/100%/0% in the early game, while having Administration at 80% or 90% and education at 81%, 91% or 100% (depending on how much desperate they are regarding literacy and how rich they are). Late game it's very beneficial to start taxing the rich (to get a part of factory incomes), they often don't even notice being taxed, while lowering taxes for the poor so they get promoted faster, and generally aren't as annoying regarding rebellions.

But really, try to get to know your POPs, and always be aware how your actions are going to impact them.

I'm reposting my question, now with less words and with helpful screenshot, because no one replied or probably bothered to read my TLDR post.


I'm playing AHD 2.31 OWZA. Normal difficulty, no editing, cheats, or other nonsense.

1. The UK has only 2 countries left which are not completely free - Ireland and India. Ireland owns Munster only, India only owns a few of their states.

2. I declare war to free Ireland, demanding Leinster-Connaught and later adding Ulster.

Why can't I add more Free People wargoals against the UK to free the rest of India? I still can't add them even after justifying a new 'Free People' CB against them.

Im playing as brazil, i dont get it why my national bank is empty, what do i have to do? Is it too much high taxes or what?
If your national bank is empty, this means either that your POPs are spending all the money they earn, or that you are borrowing money faster than your POPs can save.

Well i aint getting any loans if that is what you mean, nor am i in debt, although i saw that the bank was every time getting to $2 and then it returned to $0. So i guess to solve that i gotta lower the poor and middle taxes? Since both of them are on maximum.
