How do you expand your empire without building frontier outposts everywhere? There aren't that many colonizable planets around, so my choices are use a bunch of outposts or have almost no resources.

hmm I am wondering if a Despotic Empire would be able to get more than 10 leaders... I hope so !
If you get lucky on your society tech draws you can get up to 5 extra leader slots. 7 if you are not individualist (blocks one of the techs, "the Collective Self").

Can sector governors build administration centers and planetary capitals?

Are sectors effected by having frontier outposts?

Yes.

Not really, since the FO just expands borders and you manually set which systems are in a sector. An FO inside of a sector doesn't cost any influence, but that's a bug.

Are enslaved aliens affected by the increased slavery tolerance from the xenophobe ethos?

It wouldn't make sense, but if it doesn't affect them it means xenophobe is useless.

Slavery tolerance is a pop modifier (except for DIvine Mandate), so it's on a per pop basis. Your founder species is less unhappy that there are alien slaves. If you want your alien slaves to be happy being enslaved, you want them to be fanatical collectivists, because they are not aliens to themselves. Slave happiness is not particularly important, though.

The easiest way would be to pick fanatical collectivist for your empire, then stack as many -Ethics Divergence% modifiers as possible. Then the slaves will merge with your ethics over time.

Otherwise, find a fanatical collectivist race and then enslave them.

I am a Fanatical collectivist race so I have that covered.. Not sure what - Ethics Divergence is or how to get their modifiers :(

Go to your empire edicts/policy menu (F1, C) and enable Information Quarantine for -10% ethics divergence (and -5% research speed). You also have access to a planetary edict that will reduce ethics divergence on a single planet at a time. You will unlock more things with technology, like the Ministry of Benevolence building and Orbital Mind Control Lasers spaceport module.

The exact ethics divergence value is per pop. Select any pop and it will be displayed in the pop-out menu. So use this information to decide where you want to use edicts and OMCLs.

How long does it take for the -25% recently conquered debuff to go away? Because I conquered another empire's planet, and along with having unhappiness from opposing ethics as me I get this debuff which is causing them to want to rebel. Its been awhile and the debuff hasn't gone away.

how bout:
how do you use teldar crystals? like the betharian stone, you can build special power plants. how bout for them crystals?

There's a building (+10% empire happiness) and a spaceport module (+10% kinetic weapons damage) that use them. They're unlocked by the same technology that lets you mine them.

1. You have to build an orbital observation station around the planet with the species, using a construction ship, to interact with pre-spacefearing civilizations. For uplifiting specifically, you need to have a specific empire-wide policy enabled & I think the species might need to be at least industrial aged. (That second part might just be for infiltration, though.) Not sure about the other two questions. Haven't gotten to gene mods, myself.

Quick question of my own. Is it possible to check somewhere what FTL method another civilization is using?
