Capturing Ile-de-France

Playing a standard game as England, so core on Ile-de-France and I'm fighting a reconquest war for it. But every time I do that, Ile-de-France isn't listed in the cede provinces options in the peace negotiations. I assume this is because it's the capital and there's some kind of mechanic that means you can't just steal the capital province of a multi-province nation. My question is this: is there a way to get Ile-de-France without racking up barrels of infamy whittling them down enough so I can straight out annex them? I only want Ile-de-France because of the prestige hit of uncontested claims, France can keep the rest. Also, in this current war they're entirely occupied by me except for one province occupied by my war-ally Castile.

You can't demand a capital unless it isn't adjacent to any of their other provinces (this is trickier for provinces bordering the sea, because then all other provinces bordering the sea will border them).

What Ruanek said, but there's an even better approach when it's ENG vs FRA.

When you're at war with France, cancel your current mission and hope Occupy Paris pops up. When it does, siege down Ile-de-France, and bam you get cores on almost all the northern France area, including some in Burgundy.
If you initiated the war using reconquest CB, you can still grab those newly cored provinces with 0 infamy cost.

If you don't intend to do that, you can always enforce release nation on those provinces bordering Ile-de-France that you don't have a core on and take it in the next war.

Is there a way in-game to count/estimate votes for the HRE Imperial Reforms? I've read the wiki page on the reforms, which gives a complex formula for each AI vote. Is there any indication or hint of this within the game?
There's no way to see it in-game. The closest you could reasonably get would be to create a new set of events almost identical to the existing vote events that you could use to trigger a "test" vote and watch the log to see who voted for/against. (The events are in events\HolyRomanEmpire.txt, one vote event per reform.) There's always a random element though so you can't assume the real vote will go the same as the test.

Bummer. So what do people do in practice? Try to estimate the probability by looking at all 40-50 countries in the HRE individually? Wait until you've vassalized the majority of the HRE? Something else?

Is this hardcoded or moddable? I would like to make it possible to take capitols with a port same as landlocked provinces. The current system hardly makes any sense. especially when its a core, then even connecting provinces don't make sense.

This may be a stupid question, but in my game as styria the HRE button isn't there. My leader is the emperor, so I certainly am a member nation, but I can't seem to open the HRE page. If I try to start new game, the HRE button is there. I do have a savegame from start of my current game, and HRE button is missing there as well. Is there any trick to solve this?

Yes, if you look at the modifiers they are mostly common-sense stuff; mostly good relations and low infamy. The main countries that will be problems are those with a different religion and especially those with 6 or more provinces. Of course countries at war with you are almost guaranteed to vote no (as are 6-province countries for later reforms).

Hey guys,
How do I get ZZFZ checksum? I have QMXZ checksum, then I download this patch -> http://forum.paradoxplaza.com/forum/showthread.php?602330-20th-of-April-2012 then I copy everything in my EU3 folder, delete cache folder but after restart I still get wrong checksum (NAWG) What should I do? :(

You can't paste a new patch (QMXZ) on top of a old patch (ZZFZ) in the hope that it'll revert to the previous version. The two patches don't replace the same files.

Instead, you have to re-install the game or use an unpatched game folder copy to get back to 5.0 or 5.1 (BJLT), whereupon you can patch up to ZZFZ (5.2 Beta). You can't downgrade from 5.2 Final to 5.2 Beta, or from 5.2 Beta to 5.1 for that matter. When you have 5.1, you can copy the game into a new folder. This way you can patch one folder up to ZZFZ and one up to QMXZ so you don't have to mess with re-installations and resets every time.

How to increase tariff efficiency ?

Hover over the tariff percentage in the economics tab and you'll get the answer in a drop down box.

For each oversea provinces (i.e provinces not located on your "continent", see the region map for "Europe," "Asian," "North America" etc) you must have at least one Big Ship (Carracks-->Caravels-->etc). If you have 10 overseas provinces and only 8 big ships, you'll only get 80 % tariff efficiency.

The idea is that a colonial empire requires a fleet to protect its sea lanes. Otherwise, it can't effectively bring home the wealth of the overseas land. Historical examples: England and Spain in America.

Is it possible to inherit a PU junior if only the leader is at war? Is inheritance only prevented if lesser partners are also at war?

Playing an old version of IN v3.2 is it still possible for your ruler to die whilst fighting rebels as a general? He's a bit rubbish so thought I'd try the old trick of death via suicide mission, putting him as general in charge of a single unit and then sending him off to fight stacks of rebels, but so far he's just not co-operating. He's led something like 15 units or so to be glorious wiped out to the last man over nearly a year and he keeps surviving. So is this simply a case of sods law where great rulers seem to die faster than a mayfly whilst crap ones could give Methuselah a run for his money or is it not allowed any more? Thanks.
