I've bought some tech that I want to quickly spread through my core lands. Please clarify something for me in order to do that. The council jobs for Marshalls, Stewards and Chaplains do exactly this, right? They help tech spread from the capital to the county you place them at. Whereas the Spymaster mission steals technology from a foreign capital into your capital. Is this information correct?

I thought the tech spread missions spread tech to whatever county they're in from their adjacent counties. If you're right, doesn't this make putting them in your capital useless?

Why? Your capital is your most technologically advanced province. If you are placing an official to help technology spread, you help rest of your domain catch up to your capital. Depending on tech it may be even more useful in these provinces than in capital - e.g. you don't need shipbuilding in your inland capital, but in neighbouring coastal provinces.

Not so: placing your spymaster in a more advanced county (say, Constantinople or Rome) grants a yearly chance to increase any technology in your capital by 10% (as long as the target county is more advanced in that tech). Regular technology spread grants a similar yearly chance, depending on the tech difference between one realm and the other. What the tech spread missions do is multiply that chance, be it from study technology or regular spread. Also, any techs except castle/town/church infrastructure apply to your entire realm, as long as it's present in your capital, so there is no need to spread them along

I just realized I have been using my councilors incorrectly... *facepalm*. I usually put all my councilors in my capital because I thought they help spread the tech from the county they are on to adjacent counties, as in exporting it. Didn't realize it was the inverse where they are actually importing the tech to the county from counties around them.
