Quick Question: Stability as Germany

I've never been entirely clear no how to max-out stability as Germany.

Is 85% the highest possible stability for Germany while at War?
Am I already on track to that (see below) or could/should I do more?

At the outbreak of war (Sept '39) I have 77% stability.
Iit was 100% just before war broke out.

I did worker conditions in '37 and got the stability boosts from Anchluss and Czech annex.
I presume (but am not entirely sure) that my base stability is currently 100%?

Modifiers from Stability Tooltip are:
-30% war, +9.2% party popularity
(I presume that's 9.2% x 70% giving 76.44% which rounded up to 77%...?)

Current party popularity is:
Zentrum 19
KPD 19
NSDAP 61
Non-Aligned 0

I'm wondering if I should do improved worker conditions again...
Would it have any positive impact (or just cost PP and factory output for nothing)?

I did read this thread but I'm not entirely sure after reading it.

I'm currently running Press Censorship but doing nothing else to boost stability.
I'm wondering if I could/should do more (such as worker conditions, or Raids) to improve my stability.
Raids seem kinds disruptive/expensive so I've stayed away from them so far.

What's optimal or am I already there?

You don’t need to impress stability more, but it wouldn’t hurt to run the worker’s conditions decision when it becomes available again. The raids are disruptive to stability, but they give net 2% stability, (-10% base, +.7% weekly * 120 days/7 days per week = +12%)

Really, the main thing you should avoid at all costs is being at war with less then 50% stability, as that can trigger the Mutinies event, which tends to be a massive RNG-Based pain.

Last I checked, even with 100% ruling party popularity (see: Goebbels over time) you're still maxed out at 85% unless you have another way to increase stability.

Do improved worker conditions again, it will increase your stability. Keep running it until you have 100% stability at war, as high stability has some nice benefits, one of which is reduced resistance, which is important for Germany.

There's a soft cap above 100% for both stability and war support. I think it's either 120% or 130%, so the improved worker conditions will not only work, but it will remain there even if you go back to peace before the next conquest.


Do raids only if you're desperate and have extra PP, because as Waluigi correctly pointed out it's only a net benefit of 2% stability after you recover from a whopping 10 point stability drop.

EDIT:
I just checked and ran Improved worker conditions for Italy at 87% (I was at war) and it did not increase. Bunnytob is correct.

So to sum up, it is a total waste of PP and IC if you're maxed.

You are slightly below 100% base (but not enough to warrant another worker conditions), otherwise the stability would work out to be 100% - 30% + 9.2% = 79.2%. There is no multiplication involved although as usual many of the inputs are called factors.
There's a soft cap above 100% for both stability and war support. I think it's either 120% or 130%, so the improved worker conditions will not only work, but it will remain there even if you go back to peace before the next conquest.
The base stability of a country is always capped between the defines MIN_STABILITY (0.0) and MAX_STABILITY (1.0).

100% stability at war is unrealistic anyway.
Why? Arguably, both USSR and USA were more stable at war than before that.
