I only have one last question regarding the game at this point, viewing streams and reading everything i can find.

How and under which circumstances can your government ethos shift or change, is it something the player can manually change/affect and if that is possible what happens to your government if your new ethos invalidates your government style?

While it is too early to really say, I'd suspect ethos changes comes from a whole slew of variables. Don't take any of it as a given, it's all speculation on my end, but I'd imagine -- as an example -- ethos shifts can relate to what your sector is set to do. If it is supposed to rake in that sweet Space Money, then the people in that sector might move towards a more capitalistic mindset (ethos) because it is the ethos that would benefit their society the most.

If this new ethos grows dominant and at some point starts to become more powerful than the core-worlds of their empire, then they might try to rebel and become an Empire of their own? Not sure about that one. As I said, it's all speculation. I don't actually know anything.

So due to swift in ethics of sector, caused by migration or something, a faction forms, and you accept demands.
any other way? anyone else care to at least offer some possibilities?

We have seen no UI element in the stream that suggests you can manually change your empire's ethos (and that would be a little weird anyways).

My personal guess would be that empire ethos drift can only result from accepting faction demands (as per your last post, but not necessarily from sector factions only).

Other wild guesses (in which I don't really believe but you asked for possibilities):
  • war goal to change the ethos of another empire;
  • diplomacy option to ask vassal to align ethos with yours;
  • ethos change when primary race changes (NB: we have no clue how the primary race can change);
  • part of empire leader agenda.

It can change over time and is (afaik) affected by distance to your homeworld. Therefore ethos is (again afaik) not a decision made by your government.

Your government does have an ethos. It's the ethos that appears in the diplomacy screen and the reference ethos for ethos drift in your empire (eg, the one towards which POP ethos converges in case of negative drift). Government ethos has been mentioned several times by the devs, eg, about liberated planets' new governments having your government's ethos.

The government can be changed to an advanced government when you research a certain technology. It may just be Galactic Administration or there may be additional requirements.

They have said there will be advanced events and techs that can change the ethos, though if they were referring to pops or the state I don't remember.

I initially made the same assumption as you did, but @vlanore is correct here: the devs have eventually confirmed that governments do have ethos that can be completely independent and different from the rest of their populace, so it's possible to have 100% Militarist POPs while their government is Pacifist.

thanks for presenting the facts and clearing it up guys, so we indeed have nothing solid on if you can influence your empire(government) ethos to any extend.
I wonder if its some omission by the developers that they are silent on the subject, or if none else has even asked the question.
