Okay, I answered my own question. For anyone who is curious, they're hiding in the province.csv file, in the db folder.
Okay, now a mechanical question...
It appears that when you create a new scenario, data is loaded from the province.csv file, and then is overwritten by new data in the .eug file. Is that correct?
I've tried changing province values in the editor, but that's a real pain considering I'm going to be changing practically every province. Any ideas on the least painful way to do this?
