Does the focus only unlock the Carrier fighter or does it also unlock the Ki-43 fighter as well?

The two fighter 2s are appreciably different in the stats. The zero has 8.3% better air defense but has 25% less range and costs 17% more than the land based Ki-43.
I think researching the Ki-43 is something I will rush towards and use the 100% focus bonus on. Sadly I have to get the fighter 1 out of the way first and oh that air research penalty the Japanese have... Painful, but an accurate way of portraying the struggle between the Army and Navy.
