Quick question about selection map

I know, I know, but the search function in forums powered by this software is abysmal, so please forgive me. I tried, but to no avail.

Dumb question: Are there supposed to be a number of "empty" counties run by "no character" at the selection screen, who then auto generate when you actually start? We're not talking about missing dukes or kings here, just a few counties here and there. Just wanted to make sure I didn't bork the install. Start point is ToG, one of the counties I remember being consistently "unruled over" at start screen is Trier (SWMH map). Aachen as well, now I think about it. Complete shutdown and restart of game leads to same result, so it looks like WAD, just checking

For SWMH, yes, this can sometimes happen, but we try to make sure that it doesn't when possible. Trier is the only of which I know in the 867 bookmark, and there should be none in the 1066 bookmark. Later bookmarks have their own consistency / lack of filled-out history information issues, but they usually never show No Character.

Trier also appears to be the case with vanilla 867, so I'm wondering about that.

If you were to see a whole ton of these, that'd be bad.

Wouldn't call it a whole lot, just a smattering of single counties here and there. Which, really, made me suspect it was WAD. There are a LOT of counties on the map, especially in SWHD, and historical sources are somewhat scarce for that period. Also, when I start the game and then resign, the checksum recalculates.
