In my to-be-AAR game, I want to have a World Wor that would make WW1 and WW2 look like a picnic. Uber human controlled Russia vs. world.

How can I make so that AI nations would invest EVERYTHING they possibly can invest in war? So that they have something like 30 % of their population in army and would end up with horrendous revolts after 10 years of such war, preferably with almost everyone (except me of course :D ) becoming proletarian dictatorships eager for a re-run after a DD conversion.

How can I make AI produce vanilla infantry as maximum rate ignoring everything else?

The war is scheduled to take place in 1920-1930.

I suggest looking at the AI files in Victoria and Victoria: Revolutions in order to obtain a good idea of what can be accomplished in this regard. Victoria's AI files are limited in scope, but they do contain some factors like "ferocity" that will have an impact on a country's commitment to war.
