Question: Is it not both the same thing?

Starbase Constructions are Starbase Modules and Building, Mining Stations are... Mining Stations.

Ah silly me how could I have missed that! My brain was thinking Starbase as in "a base in the Stars" aka Mining Station. Must be getting old.
