I'm not getting heavy enough usage with my buses, metro, trains, ships and planes to justify keeping the budget at 100%. I know if I lower the budget, there'll be fewer of each.
Will the goods, passengers, etc just wait for another bus, train, etc or will they not use it at all? In other words, with less buses running, will the buses that do run be more full, will the cargo ships be more full and so on?
