Both permanent claims and regular claims give a 10% multiplicative, not additive bonus to coring time. The wiki has not been updated. IIRC this was not mentioned in patch notes nor by developers.

Ex. With 70 CCR, coring in India with vs. w/o Mughal permanent claims is 10.8 months vs. 9.7 months. Can't get to 6 months coring without 80 CCR.
