I have been wanting to do this since Victoria was first released. However I never tried to figure out how to do it.
It is surprisingly easy.

Step 1:
Split pops to fill up RGO's (Causing them to want to emigrate)
I suggest doing this in provinces with resources you dont want, such as grain. You will also want to use pops for Industrial expansion, you can do this by just splitting pops in provinces you wont really change to craftsmen. It doesn't matter if you have room in RGO's in the UK, as they prefer to migrate to colonies, so you can still industrialise with this strategy!

Step2:
Check where they are immigrating to on the ledger, for me it was majorly Sekondi(An african colony). I didn't want this, so I waited until the pops were enough to colonise, about a year, and made it a state. Making it a state effective stops them migrating there(Unless they really want to).

Now I have immigrants largely from scotland and Ireland emigrating to Canada and South africa, success!

When I have enough in Canada that I want, I will make it a state, then they will probably emigrate to Australia. If this is not so, I will split pops in cape town who came from England to make them emigrate to Australia(Its closer?).
*They are emigrating to Australia too, success!

Step3:

Split pops on coastal provinces who emigrated there(Cape town etc) so they migrate inland to Precious metal mines! Also split pops in places you dont want them to emigrate to(no space)
Generally though, they will emigrate the places you want anyway (Boer precious metal mines!) due to them being gold mines.

Note*

You can use non primary cultures to do this(Irish for example), however if you want to make it a state and thus stop people emigrating there, you will need to wait until the British(Primary culture) has emigrated enough.

Irish do make good Gold miners though :D
