In NSB, Paradox added Corneliu Codreanu to the game, however, due to the way he is added, it makes it impossible to complete the focus tree to the end of it if you want to play with Corneliu Codreanu or Octavian Goga. And now, you will lose Ion Antonescu as Chief or Army & Field Marshal if you decide to pick him.
The changes makes Romania's National Focus Tree work as following:
- You start with Corneliu Codreanu as fascist leader.
- After you take the focus "Appoint Pro-Axis Government" you get Fascist Demagogue & fascist leader Octavian Goga.
- After you take the focus "Iron Guard" to get fascist leader Ion Antonescu but lose him as General/Chief of Staff.
The issues with these is that:
- If you want to play with Corneliu Codreanu, you have to stop at before "Appoint Pro-Axis Government" as that focus changes the fascist leader.
- Given that you need "Appoint Pro-Axis Government" for the Fascist Demagogue it makes it rather difficult to turn to fascism with Corneliu Codreanu as your leader.
- If you want to play with Octavian Goga, you have to stop at before "Iron Guard" as that focus changes the fascist leader.
- Because of these, you can't play with Corneliu Codreanu or Octavian Goga and end up taking the Forced Abdication focus or King Michael's Coup.
- Minor nations already have a few generals to begin with, having one removed isn't so fun gameplay-wise.
Remove the "Ion Antonescu stops being Chief of Army" and "Ion Antonescu stops being Field Marshal" when taking the "Iron Guard" focus.
Gameplay-wise: it's not fun to have a general removed when you only have 5.
History-wise: Being a Field Marshal, Ion Antonescu did draw battleplans (Chief of Army) and commanded the army during the liberation of Bessarabia (Field Marshal) while being Dictator. So a case could be made that it make sense to have him as Chief of Army & Field Marshal while in power, as he wansn't only nominally.
To make the rotation of Romania's fascist leaders more fun and fix the issues at the same time, I suggest the following Romania National Focus Tree change:
The changes in the Romanian National Focus Tree would work as following:
- You start with Corneliu Codreanu as fascist leader.
- If you take the Night of the Vampires focus (historical, and yes that is what the night is called), Corneliu Codreanu is assasinated and Ion Antonescu becomes the new leader of the Iron Guard (historically, it's much more complicated than that, but I don't wish to turn this into a complete overhaul). You also lose -50% fascist popularity due to 14 Iron Guard leaders being assassinated.
- The Iron Guard focus doesn't change leaders anymore, it just gives you the Iron Guard national spirit.
- The LANC (my mistake, it should have been called PNC) replaces the "Iron Guard" with the "PNC" and Octavian Goga becomes the leader.
And since each political party in Romania has its own national spirit:
Democratic -> Constitutional Guarantees (+5.00% factory output)
Communist -> Securitate (Foreign suversive activities -40%, damage to garrsions -10%)
Fascist Iron Guard -> Iron Guard (Foreign suversive activities -20%, damage to garrsions -20%, core defense +5%, core attack +5%)
NEW: Fascist LANC -> Lancierii (meaning "Lance-bearers", their paramilitary units) (damage to garrsions -10%, core defense +10%, core attack +10%)
I also considered adding something to make each leader feel unique, not just copies of each other, therefore the traits based on their personality:
- Corneliu Codreanu was very stubborn in his ideas, when he was a student he went to study in Munich, Germany, and he would frequent a certain bar called Bürgerbräukeller, listening to the speeches of a certain Adolf Hitler. When he came back from Germany, he bought swastikas from the nazis and gave them as souvenirs to his fellow students. In 1934 he said that "If he would be in charge, Romania would make an alliance with Germany within 48 hours". So I found "Headstrong" fitting for him.
- Ion Antonescu was anything but an ideological fanatic. He was a pragmatist and a military man. The only reason he took power in the first place was because King Carol II managed to lose 1/3rd of Romania to the Soviet-German alliance. When he took control of Romania he moved towards the Axis in order to protect what was left of Romania, and then joined the Barbarossa offensive to take back Bessarabia & North Bukovina from USSR, and then continued over the Dniper in hopes that Adolf Hitler would reconsider the 2nd Vienna Award and give North Transylvania back to Romania (to which Adolf Hitler hinted, but it may have been just to make Hungary & Romania outplay each other). So I found "Maresal" fitting for him.

- Octavian Goga was a fascist but more than anything a royalist. He was put in charge by King Carol II as prime minister and would also be taken down by King Carol II when the realised that Octavian Goga was too fascist for his own liking. So I found "Royal Puppet" fitting for him.

Only 1 thing needs to be changed in the AI strategy to make historical AI get Ion Antonescu, with no further ramifications or unexpected consequences:
1. Add a new "Night of the Vampires" focus where the old "King Michael's Coup" was located that assassinates Codreanu, replaces him with Ion Antonescu, and makes the fascist party lose 50% popularity.
2. Remove the "Ion Antonescu stops being Chief of Army" and "Ion Antonescu stops being Field Marshal" from "Iron Guard" focus.
3. Add a new "PNC" (in picture: LANC) focus below "Appoint Pro-Axis Government" and next to "Iron Guard" that replaces the "Iron Guard" with "PNC" and fascist leader with Octavian Goga. It also gives the national spirit "Lancierii" that gives: damage to garrsions -10%, core defense +10%, core attack +10% (or you decide what works best here for gameplay balance)
4. Replace the "ROM_appoint_allied_friendly_government" with "ROM_night_of_the_vampires" in Romania's strategy file so they would get Ion Antonescu.
Optional: add different traits for leaders: Corneliu Codreanu - Headstrong; Ion Antonescu - Maresal; Octavian Goga - Royal Puppet.
