Was just playing today and noticed that all of my foreign IC ministers (prince of terror, effecient sociopath, compassionate gentleman) all display negative modifiers to foreign ic, and all actually reduce my foreign ic output.
I checked the Minister effects file and everything looks correct, ie:
52_PERSONALITY_PRINCE_OF_TERROR_ foreign IC +15%. CG need +10%.
Also in the minister modifiers file it shows:
# modifies foreign IC
foreign_ic_mod = additive
but in game it shows as -15% and causes me to lose foreign ic.
I've dabbled a bit and attempted to switch some values around in the minister effects file, but noticed that none of the changes i make in there apply in the game whatsoever (on fresh restart of application / game after change is implemented). Even tried making the +10% Ic guy into a +30% Ic but there was no effect whatsoever in game, leading me to believe that to change the minister files i'll need to look elsewhere, but where, and how?
I do have the AoD version of the China improvement pack installed but they make no changes to any of the minister files except for Nat Chi, but i cant see how this would effect things.
