Quick and "simple" AI artifact adjustment

The AI probably shouldn't be utilizing the "buy artifact claim" trait from diplomacy when purchasing the claim puts them into debt. I also question spending money on such a thing when the AI is pretty old. I'm sure a lot of parametres can be adjusted here.

This guy is
1. Weaker than me (my 13k troops vs his 12k if including all of his alliances)
2. Currently fighting a war
3. Too poor to pay for the artifact claim
4. Likely about to die from old age within 5-10 years
5. Already in possession of an artifact claim against me (a piece of rare furniture)
6. Greedy (not the kind of person to fork over cash for shiny artifacts)

A ruler with 112 gold and an income of less than one gold is offering to pay me 300 gold for a 10 year truce.

1. She can't afford this.
2. This creates gold for the player that doesn't exist. (I dislike this in general outside of minting coin-events)
3. She hates me. She has a total of four opinion penalties related to "desiring county/duchy X", which if anything should motivate her to declare war on me while I'm embroiled in a civil war or something.

I believe the truce action is debated in other threads, so I'm not really looking to start a debate about it here. All I have to say about it is that it is more historical for the larger realms to pay the tribal people to get off their lawn than the other way around, and I think it would be cool if that was reflected in-game.
