Hello!

I'm basically just wondering about this situation:

Let's say I got Charter Colonies passed, I get the +1 colonist and settler bonus.

What happens if I got a colony being constructed and this ends? Will the colonist just disappear and leave me overextended?

Would the same thing happen with the diplomat, missionary etc? How do I know which diplomat is given to me from the parliament?

Also, wouldn't it be better if it was just a straight settler bonus that wouldn't matter when it disappeared?

I'm confused about this situation in general.

Also another question, it is always that the second time of passing an issue is -90% chance? (Or is it just the same policy a second time?) So if you have another issue in between will the -90% chance disappear?

I assume the colonist just dissapears and you have a non colonist colony, just like you have recalled the colonist to send them elsewhere. Diplomats just shift if you have a spare one, that spare one will just vanish and the ones being used will dissapear, otherwise the newest one will go and the interaction will cease, say if you are fabricating or something it would just end, same for missionaries. I have no idea on your last question though sorry.
