Questions on Province.csv

I've just noticed that there's only one Province.csv file (in ...\map\Map_1) that is apparently shared by all scenarios.

However, all scenarios start with different IC and resources. So the questions are :

1. How are IC and resources adjusted ? Is it a linear adjustment based on the start date of the scenario ?
2. Is it possible to specify a specific 'Province.csv' file for each scenario file ?
3. If 2) is not currently not possible, is this something planned / potentially doable ?
