What I'd really like to know is how to encourage a clerk in New England to migrate to my fabric factory in Mississippi and how to get laborers from the west to migrate to my empty timber RGOs in Michigan and Maine.

Have you checked the migration page in the ledger? Pops don't migrate in one lump, it's more of a steady trickle where one melts away and another grows. If the pop is the same culture as one in the province it is migrating to it wil just add to it rather than growing a new pop.
