As Revolutions is only available via direct download from Gamersgate or as a hardcopy via direct order from Paradoxshop.com in Sweden, the copy you purchased is clearly a pirated copy. In particular, it has a bug regarding conversion of non-national POPs in states as soldiers that was fixed before the commercial release of the hardcopy version of Victoria:Revoltions in Autumn 2006 and in the 2.01 version of Gamersgate downloads (which was released about one month after initial commercial release in August 2006).

In the long run you can't, plurality will always go up.
But... there are ways of slowing it down. The plurality rise is tied to the amount of consciousness your population has, so keeping the larger part of your nation at low con will slow down plurality. Promote clergy in your states, each clergy in a state will provide a -0.25 to consciousness for all farmer/labourer POPs on a yearly basis.
For a short term drop in plurality you can research Ideological Thought. If you have a conservative/reactionary government five inventions will come that gives you -5 plurality each. But be warned, if you after that get a liberal or socialist government, you will get plurality raising inventions.

Depends on what you are at the moment. If you're a democracy, you can't, IIRC. If you're something else, then grant voting rights to your people and you should become one, unless you grant too many political reforms in one go, in which case you become a democracy.
