Militancy increase due to plurality is 0.40 * plurality. So, in your case, that is 0.40*0.122 = 0.0488 ~ 0.05. Basically, you will see militancy increase at any plurality value above 0. The only difference is how severe. 0.05 is a lot smaller increase than 0.40 ;)

There are following ways to avoid militancy increase due to plurality:
- Become a Constitutional Monarchy or a Democracy (democracy will have plurality decreasing militancy by 0.20*plurality). The downside is that you will have elections...
- Have a regime of reaction (reactinary pops will not have militancy increased due to plurality when a reactionary party is in power). Ditto for communists under ploretarian dictatorships.
- And, of course, keep plurality low.

To convert to democracy or constitutional monarchy, you need to grant many political rights (suffrage for democracy, landed or wealth voting rights to get a Con. Mon.)

check the file RUS_party.csv in db/parties. That is the list of all the parties that will appear in game, with their issues, when they appear and when they die. I don't know off the top of my head, but I don't think RUS has any liberal or conservative parties with full citizenship (not all nations do, in fact most nations don't, as full citizenship was a radical idea for most nations until well after World War I)

My apologies. While I'll try to refrain from, "They're all Celts to me!" my family is part welsh, part scottish, and a whole slew of other things in smaller parts (I'm a mut, basically. But Welsh and Scot are about 1/4th of me each) so thus I never really developed a sense of nationalism for one or the other. Unfortunately when I was back in the old country last spring, I only had time to stop off in Edinburgh, though I look forward to checking out Leeds next time I save up a bunch and head that way (unfortunately, the exchange rates aren't kind to ignorant Americans right now =)

I was referring to foreigners considering England and Britain to be the same thing rather than you and anything you said about Wales and Scotland so no apology required ;) . I am also a mixture of different nationalities with my father being English (with a bit of Welsh) and my mother Scottish (with a bit of Irish), however I have grown up in Scotland so naturally have a greater affinity with that country and when it comes to sport or anything else it is Scotland all the way.

how come my ukranian pops are increasing vastly than my russian pops? i am playing as russia

how come my pops are migrating to other countries?

how come my foreign pops!! always increase militancy when they have negative militancy? specially polish.

will assimilation occur in some if my province even if my polish provinces are migrating? will it affect the assimilation of some provinces?

It could be due to your Ukrainian provinces having a higher life rating, which is an element in calculating POP growth in a province. Or it could be that you have more Russians emigrating than Ukrainians, so the balance of POPs might be changing. Hard to say without looking at your govt type, budget settings, POP Militancy levels and the like.

Your pops are migrating for possibly many reasons - your political reforms are too little and they seek political freedom in other nations with greater plurality and more political and social reforms. Or you may be taxing/tariffing them too high so they decide to leave for economic reasons. Or they might be minority non-national groups who feel they have no future in your nation due to your residence policies of the current ruling government, so seek freedom in a more minority friendly nation. Or they have different ideologies than your ruling government so seek freedom in another nation ruled by that ideology or at least with more free political reforms and higher plurality. Or they are suffering from war exhaustion and want to go to a more peaceful society. Could be any one of those reasons.

Even if the rate of militancy is decreasing, if the total militancy they have is greater than 7, there is a major chance they will revolt, especially if you do not have crime fighting at full, which reduces the revolt risk - the percent chance a pop with total high militancy will actually act out their anger and revolt.

And there is always the possiblity that revolts are triggered by events. If you are playing VIP this is especially the case with Polish pops in Russia, as there are a series of revolts in the 1860s.

Not unless you have a government with ruling policies that favor assimilation - full citizenship, and IIRC secularized or athiest. Otherwise, no POPs will not assimilate, and remember that assimilation rates in Europe are lower than in the Americas, to reflect the historical reality that assimilation was much, much, much rarer in Europe than in the Americas. Basically, do not expect very much assimilation when you play a European nation unless you have high plurality, a very democratic polticial system, and a government with full citizenship.

One recommendation - if you are playing the VIP mod, you might want to stop playing it, remove it, and go back to playing regular Victoria. VIP is really not recommended to be played by new players, only after players feel comfortable with the basic game mechanics of how things work. As you continue to ask questions that are very basic gameplay concepts covered in Vickywiki, you are probably making learning the game even more difficult for yourself if you have VIP installed as well.

There are events that increase Polish militancy. It will go back down.

Assimilation for Europeans occurs only for very, very small pops. So, Poles in Poland will stay Polish.

again it may not be that you are getting MORE Ukrainians, you might indeed be LOSING Russians to emigration, making the balance between Russians and Ukrainians result in a bit more Ukrainians than Russians.

And as we said before, European nations have lower rates of assimilation than nations in the Americas, even with all other things being equal.

And as for converting soldiers of non-national POPs, remember that they have to be living in states, not colonies, and that you also have to have a party that is pro-military or jingoistic. If you have a party that is anti-military or pacifist, you will not be able to convert non-national POPs, even in states and even if you have full citizenship.

As for why they are increasing in militancy, we would have to see a screenshot of a POP with gaining militancy to know. It might be lack of political reforms, it might be lack of social reforms, it might be taxes and tariffs being too high and thus POPs not getting everyday needs and thus not getting the reduction in militancy that getting needs provides, it might be war exhaustion, it might be plurality if you are not a democracy, it might be the pop is a different ideology than the ruling party and thus does not get any reduction in MIL from sharing ideology, it might be due to elections - have you been holding elections only when they happen automatically or do you hold them more often - the losing ideologies in an election get a militancy boost if you have low plurality, it might be appointing different governments in rapid succession, each time you appoint a new government outside of an election you get a +1.00 militancy boost for all POPs (this decreases as MIL rises), so do not keep changing your ruling party or you will face angry POPS who hate the constant changes in govt.

Lots and lots of things can cause militancy to rise, and without a screenshot of a POP listing the breakdown of what is contributing to his score, we really can not say for certain.

Also one reason could be that you are simply killing your Russian POPs off in wars if you use only them as soldiers.

Because, as has been said above, assimilation is very, very, very slow in European nations, to reflect the historical reality that in Europe in the 19th and early 20th C, there was very, very little assimilation of POPs.

In Europe, only very small POPs of immigrants will assimilate, and that means pops < 3K in size. POPs that exists in a province at the start are almost never going to assimilate, assimilation is something that immigrants do in Europe, not in general the local populations. And IIRC assimilation will be to whatever the majority local population is, so in Polish provinces, if you have a Polish majority, the immigrants might indeed assimilate to become Polish, not Russian, since Polish are the majority.

In the end, assimilation works by different rules in Europe than it does in the Americas, to reflect the way minority policies worked in the two different contexts. In the Americas, where the majority of the population consisted of immigrants coming in and settling to establish new lives, the process was much more complete.

One question, how did you acquire Revolutions - did you buy it from Gamersgate via download or purchase it from Paradoxshop.com as a hard copy edition?

I bought victoria like 40$ then i asked the shop if they have revolution. they told me they dont have then i asked them if they could order one form me. i'll buy it 50$ after 4 to 5 days they gave me a CD that was used for cd writing and but the game inside the CD was revolution. i think they just downloaded it from amazon. cause they told me they just downloaded it. they were using their credit cards i think. i know it sounds quite to expensive but i'll just do anything just to play this game.

So!! what should i do? how come my militancy increases?
