-Why does it seem so cumbersome to open the province building browser?
-Is it impossible to change National Ideas? (The ones you choose, not the Nation specific one) Naval iedas seem like a bad choice for the Ottomans.

The "diplomatic" one, accessible via the shortcut "y" and by clicking on the relevant country.

-Why does it seem so cumbersome to open the province building browser?

You can always use the ledger for the same purpose. The overlay is a tad slower but convenient to assess opportunities.

-Is it impossible to change National Ideas? (The ones you choose, not the Nation specific one) Naval iedas seem like a bad choice for the Ottomans.

It's impossible to national ideas.

Naval is good when the Ottomans want to expand towards the west / go for the islands. If they instead go east or north, they don't need that navy power.

Something more geared toward national stability/lower revolt risk/religious conversion would have been a better pic for starting Ottomans.

From a purely historical perspective I can agree hat giving the Ottomans a Naval Idea-set at start makes sense. But for somebody who prefers sandbox-games I would like to have been able to swap it.
I sure hope there will be an editor for the hardcoded national ideas too, for custom games, like what HoI3 got.
