Cyrodiil is the worst offender, you definitely need to make some Grand Dukes there.

Well, I have a couple of two-duchy dukes, but most everyone else is just a regular duke. I'm not sure I could go about reorganizing everything without accruing massive tyranny. Am I just screwed?It's probably best to make super dukes on the model of the 7 Counts you meet in Oblivion. In other words = Anvil, Kvatch, Skingrad, Bravil, Chorrol, Cheydinhal, and Bruma. (Leyawiin isn't counted since the duchy is dejure Elsweyr and that's going to cause problems with your vassals, so it might be wiser to replace it with the capital of the Kingdom of Nibenay.)

How do i become a Necromancer?
I'm sure I'm missing something or someone has already asked, but in 1.6 is it possible to unite the Cyrodillic cultures into one Imperial culture? It makes culture converting basically impossible otherwise.
I own the Empire of Tamriel and certainly every province in Cyrodiil, so I imagine that I'd meet at least some of the requirements.

How do i become a Necromancer?
It's an event, and it will fire depending on your traits. You need to have at least one these traits (Cruel, Ruthless, Tyrant, Envious, Reckless, Impaler, Ambitious) and you must not have the following (Kind, Just). Being a Meridia follower also prevents the event from firing. The meant time to happen is 300 months (25 years), so make sure you get one of those traits as early as possible and avoid being a nice guy at all costs : P. Other than that, getting it is just a matter of chance. Mer, being long lived, will have the better chance to actually become necromancers, while some human mages will not get the event at all, although it is highly unlikely not to get the event during a normal lifespan.
EDIT: Oh, yeah. You need to be some kind of mage, too. Pretty obvious : P
