EK, either release or SVN, isn't compatible with 2.5.2 or Conclave yet... so why would you be playing it with Conclave enabled and/or on patch 2.5.2?
He's playing with conclave, the patch alone doesn't give you that voting screen. I don't have conclave and so don't have it.
Let me guess all of your vassals gets one duchy only? You need to start giving them multiple ones, last game I had only about 8 Vassal dukes in Cyrodiil so vassal limit was never an issue and I was able to put centralization higher for extra demnse.Is there any way to up one's vassal limits, other than decentralization policy? Just formed the Kingdom of Cyrodiil, but given the size of the kingdoms in this game, I'm having a lot of trouble staying under the vassal limit. I also have no idea whatsoever how I'm going to manage getting everything required to form the Empire if I'm already so tight up against the limit...
