I apologize in advance if this is in the FAQs. I looked there and couldn't find anything about WE. For a long time I have played version 1.05 and I just unpdated to 1.07, first beta (April 1, 2003 -- subsequent betas introduced far-reaching changes to the rules that I'm not really sold on, but let's leave that for now). Among other things, I'm trying to adapt to the new rules about WE.

1. It looks like WE drops during peacetime, 1 point each 4 months. That's at normal difficulty. Correct? And does the rate change according to the difficulty level?

2. The rules for 1.07 say that WE will drop even during war if no fighting is taking place. Does that mean just no fighting for my country, or no fighting by any ally as well? In my game my WE still rose, I think by 1 point per year, even though my involvement in the war was purely pro forma. How is this supposed to work?

3. Related to the second question, suppose I'm in a war and I have captured a province from the enemy, but then both sides just sit and do nothing. Does my occupation of their province still count as "fighting" or is WE supposed to drop?

I'm not sure about allies, but the condition is no fighting AND no troop building.
BTW, if you're building troops, your war exhaustion will now increase during peace, too.

I don't think building troops during peace time causes war exhaustion, but rather if you build more than half of your yearly manpower replacement during war you will suffer additional WE. It is therefore a good strategy to try to get a constant smooth slow of reinforcements rather than to suddenly use up a large part of your MP pool.

Yes, it does - raising troops in current betas will raise your war exhaustion whether you're at war or not. It wasn't like that in older version, war exhaustion rules were changed in one of the April betas.

The advantage of peace is that war exhaustion decreases faster during peace than during war, and not that you don't suffer it because of raising troops.
