Questions about vassals and tributaries, help appreciated

Hi all.

Ok, I have a few questions about vassals and tributaries. Specifically, a megacorp vassal or tributary.

Vassals can't declare war on other right, they're just subordinate gimps that can't do anything without their master, not even sign commercial treaties, not even with their master, right?

Ok, non-sensical but ok.

So tributaries act as independents, only they pay you, and can call you to war but it's not mandatory. Ok. But even THEY can't sign commercial treaties, right?

EXTRELEY non-sensical, but ok, we're used to it.


So, my questions are about workarounds:

1) If I form a hegemony and include my various minions in it... with the "free commercial pacts" federal policy, do we have commercial pacts by default? Or we still can't sign the treaties, even if they cost no influence, it's just flat disabled for whatever reason?


2) If I become galactic emperor, and a megacorp is my tributary, and I propose and push through the imperial charter that allows the beneficiary of the charter to build branch offices with all members of the empire... is this the only workaround for a megacorp tributary to do business?
