Can the AI form the HRE? Yes. The thing with having the AI form the Holy Roman Empire rests entirely on their own ability to fulfill the conditions to do so. The following conditions MUST be met for someone to take the Restore the Holy Roman Empire decision:

1. They must be independant
2. They must be at least Illustrious
3. They must be the King of the Germans, that is to say hold the East Francia Kingdom title.
4. They must hold 3 Kingdom tier titles.
5. There must be at least 140 counties within the realm
6. They must be Catholic
7. They must have positive opinion with the Pope or have a hook o the Pope.
8. The Byzantine Emperor must NOT be Catholic
9. They cannot be Excommunicated

Furthermore, unless the following criteria also are met, which is whether or not the decision will be available to be selected or not:

1. They cannot already hold an empire title
2. Their faith must be Christianity and they must have a Spiritual Head of Faith.
3. Their faith cannot have someone as the Byzantine Emperor.
4. They must have a religious head.

While the last requirements here are the most trivial of them, all of these conditions must be fulfilled at the same time. If all these conditions are met, the AI will form the Holy Roman Empire. We don't, however, give any special bonuses to the AI to allow them to easily fulfill these conditions, and fulfilling all of these conditions together is not trivial.
