Questions about leader modifiers

Hey team. When you take a policy that provides a bonus to leader Shock, Fire, or Manoeuvre, does that only influence them upon their creation, or is that a bonus they receive in addition to other modifiers?

I looked around for something to explain this, but I didn't find anything helpful.

They're bonus pips that they get when recruited. So taking an idea that increases leader shock by one has no effect on your current generals.
