The only downside is, if you get a laissez faire government into power, you can't obviously enact reforms, so depending on your plurality at the time, it could pose a problem if militancy is rising based on lack of a certain reform.
Or the other way around, you get a state capitalist/ planned economy government and you can't afford to industrialize...

The reason why I favour constitutional monarchy compared to democracy, because it allows you to switch the ruling party manually.
Choosing anarcho-liberals for their full citizenship policy I ended up with presidential dictatorship.That's enough for manual switching.
