I have some noobish questions for you: What happens when, with voting rights granted, you don't hold election? I mean, is there a raise in militancy because of this? How much? How often should I hold elections?

if you set voting rights to having elections, you will auto have elections within 4 years of the reform, you do not have to start the elections yourself unless you want to
AFAIK there is no rise in MIL/CON so long as you don't go back to proscribing voting rights.
There is no downside to being a democracy aside from not being able to choose what party you want in power with 100% certainty. When plurality rises your militancy decreases. You can't go wrong. The only downside is, if you get a laissez faire government into power, you can't obviously enact reforms, so depending on your plurality at the time, it could pose a problem if militancy is rising based on lack of a certain reform.
Or the other way around, you get a state capitalist/ planned economy government and you can't afford to industrialize...
That is true, however so few countries start with State Capitalism, or at least are locked into it to the point of not being able to get rid of it easily enough.
I'd stay state capitalist my entire game if I could.
Unfortunately those damned proles make you hold elections.
The reason why I favour constitutional monarchy compared to democracy, because it allows you to switch the ruling party manually.
With democracy it's always bit tricky to get favoured party into power.
Choosing anarcho-liberals for their full citizenship policy I ended up with presidential dictatorship.
That's enough for manual switching. Anyway I was holding them till plurality became too much of an issue.

If you remove voting rights after installing them, they won't establish a Presidential dictatorship.
