The attrition in this game is much higher than what I'm used to from EUIII. Armies melt away very quickly in unfriendly territories. Is there somewhere I can modify the attrition rate?

Also, playing as Rome, when in combat, I take much heavier losses. I can outnumber the enemy 2 to 1, have a general with a 9 military rating, but my losses are as high as 4 to 1 in the enemy's favor! How can I have a higher quality army?

In the Common Folder there is a static_modifiers.text that lists attrition values for each type of region. I think that is where you can lower attrition losses. You can also choose a Commander with a Trait that improves your Legion's supply when in enemy territory. As far as military effectiveness I am guessing it is a morale issue. Are you choosing the Military ideas that raise morale. Are you attacking into unfavorable terrain? Does the enemy outnumber you in Cavalry? If so then they are probably outflanking your Legions. The Roman Cavalry is usually weak compared to their enemies. Hire some Mercenary Cavalry.
