Hearts of Iron 3 is pretty horrible. They added a ton of new provinces for no real good reason, and it makes wars a complete slog to fight, especially the big important ones like the USSR vs Germany fight. Their solution to this is to allow the AI to control your units, but then you're not really playing the game, are you? They also have some major problems like how units can be evacuated from seaside provinces with zero risk whatsoever, so you can land troops and evacuate with no real risk whatsoever.
I didn't like 3 very much.
As for your first question, my advice to you would be to get the atomic bomb as fast as you can so you can bomb the US when they inevitably go to war with you. Also, build your navy up - you'll want to invade Canada and invade the US from there.
