I very well may be mistaken on this, but I believe it refers to the trend in your country's literacy rate (and, thus, an overall measure of your country's educational level).

That's what I was thinking initially, but I was monitoring my literacy rate while the arrow was pointed downwards and my literacy rate was still going up.

Could it represent RP generation? I do remember reading that that little arrow is bugged, though...

That arrow is the most annoying thing on the interface! Completely bugged, with a strange marking appearing at the top, when pointing downwards, that you just can't seem to edit out in the GFX??

It could have something to do with RP spending. From what I've seen, the arrow only points downward for me when I getting surplus RPs that aren't invested in a tech. I could be wrong though.

I just pretend it is a wind indicator, and never punt when it is pointing down. I'll go for it on fourth down instead.

You can get information about your RP generation and literacy rate elsewhere, so it shouldn't be a disadvantage
