I made some of my own ministers with the editor, but how am I gonna get the head of state and head of goverment to lead, they are both leninists and I put my country to leninist but some god damn left wing radical got to lead. Is there any other way than to remove that minister.

Hi,

take a look at "starting date" of your modded ministers. Should be '36 for '36 scenario, '38 for the '38 scenario, etc.
