Russia, yes, did proclaim itself an Empire. However, Portugal and the Dutch never formalised their status as an Empire - they had an Empire, but they weren't in and of themselves an empire. Whilst you had the Russian Emperor, the French Emperor, the Austrian Emperor, you didn't have a Portuguese Emperor, or a Dutch Empire.

Having said that, I'm going to go and edit my post to remove Spain, because it doesn't fit that criteria.

Brazil was a de jure imperial title, and the King of Portugal was also Emperor of Brazil 1808-1821 (barely in our time frame, but in it)

Also, Haiti was a de jure empire in our period (Emperor Jacques I of Haiti, 1804-1806), and Mexico was one 1821-1823, so there were plenty of Empires around.

Purported Empires, there were plenty of purported empires. Mexico, at the very least, could claim the mantle of the Aztec Empire; however, I don't believe that either Agustin or Maximillian's states could be considered particularly imperial in nature. And, of course, that's what the gov't type reflects, a style of bureaucracy rather than a title.

I tested this by using the console to spawn a bunch of revolutionary rebels with the event from having aristocracy ideas. Byzantium can be forced out of the Empire government type by rebels:

Click for embiggenation.

Wow, that's very cool! I had actually ran across that info in another thread, so I'm not sure it's been changed/fixed recently or simply wasn't the case to begin with, but that is certainly good to know. I still think other avenues or empire types ought be available, but this is going to be fun figuring out how to engineer this with minimal damage in my current game. I have to make sure I don't get too overenthusiastic and tank my Byz WC attempt!

Embiggenation . . . nice touch. :)

The problem is that "Empire" should not be a government but a rank... you could be an Emperor but a Feudal Monarchy nevertheless :)

An united HRE should automatically upgrade you to the Emperor rank, but you could change government without problems...

I find really annoying to see all that kings: King of Provence, King of Milan, King of Russia
I hope in the future they would change their minds...

Because it's a special government type specifically for Byzantium. Their gov existed for 1000 years since the fall of the west.

Random side note: Despot was originally a Byzantine title of nobility usually given to imperial family members.
