If the Germany wins the 'influence war' with GBR over Netherlands, will it be able to trade with the USA for example, while at war with GBR, using Dutch as intermediary? So their convoys won't be sunk.

i think all it does is change the economy law but i can be mistaken

It changes the economy law, gives all political power invested in the "trade tug of war" by all parties to the 'winner', and adds trade relations and opinion to Germany and UK. Unfortunately, the current trade mechanics do not allow us to represent using the country as a proper proxy, so we cannot represent it in that amount of detail :/

I hope the trade mechanics are high up on the list of features to improve in future expansions. It has alot of very strange stuff going on like how a nation with 0 resources can gain a large boost by enacting free economy to give up all it's 0 resources to trading and the civilian economy. Or like how Germany can't send a bit of surplus steel to their Italian ally without also being forced to trade away at least an equal percentage of hard earned oil and rubber from it's synthetic industry.

Hmm, would it be possible to use the new "resource lease" mechanic to give DEI's oil and rubber to the Dutch, then allowing Germany to directly trade with them through the land border? Or you can't trade away leased resources?
