Question supplies

I was wondering, if you cut a country in two, like it happened for example in a WWW with Checoslovakia, does just the half with the capital get the supply even if the other half has factory? Or do the supply 'emanate' from the factories, so we'll get half receiving some supplies and the other half of the country get other supplies?
Hopefully the question is not too convoluted

Supplies has nothing to do with factories. Supplies is region based and supplies when split between to forces is state based.
