for example the troops returning from the international brigades reinforce the 'schutzbund' and manage to take over control? :)

It's more or less historical. In reality, the Schutzbund was the military branch of the Austrian Socialist Party which entered open revolt in 1934. They were smashed in four days by the Austrian army and the Heimwehr, which was the paramilitary arm of dictator Engelbert Dolfuss's Fatherland Front party.
