The better term for keeping slaves with good living conditions would be "pets"!

Which would be pretty fun to do. Use a species as pets, for Happiness bonuses! Charismatic/Talented/Conformist species would give better happiness bonuses and Repugnant/Deviant would make for worse pets. :3

If you want to victimize an entire specie, there's slavery/2nd class citizenship/reduced living standards. If you want to victimize a specific subset for RP/shits'n'giggles, there's the caste system. If you specifically want to target dissenters (nationalist factions?), presumably there will be some Machiavellian new repression tools for the faction management system. There's ways to do what you want within the mechanics; the only adjustment required is to your personal headcanon explanation of those mechanics.

That's a hilariously bad example to draw on.
Why?
The US feared the loyalities of long present Immigrants so badly, they went full on "injust incarceration" on them.
You can not expect the already integrated aliens to just sit by as you subjugate thier brothers and sisters. They will want the same rights for thier brothers and sisters that they have.

Maybe if there is ever such a thing as Cultural Xenophobia (as opposed to the existing Species Xenophobia) some seperation like this could be added (asuming the non-integrated conquests are still of another culture). But I doubt we see that.

Buy the DLC, use "Domestic Servants" slavery option. Domestic Servant POPs provide a happiness boost.
That was my take on Domestic Servants as well. Of course there are some darker interpreations, such as sex slavery.

I tried to go the "charismatic cohabitor" route before. But the problem was, that it was based on numbers on that planet.

The whole penalty for having slaves is being reworked (like Policy and use being rolled into the Faction System).
We do know that slaves increae the Tradition cost. And that they do increase Egalitarian Atraction (both Empire wide and on a per-pop level).

Actually did Japan ever release documents about the spy atempts on US soil during WW2? It was unjust, no doubt. But I also do not put it beyond them to having had spies there. It was a important part of how you did warfare back then. Especially if they read "The Art of War" from Sunzi.

And to get back to your conquest of the rest example: The last thing you want as a conqueror is unrest. The best way to foster unrest, is to treat people worse then thier brothers and worse then thier previous lords.
If you want them to suffer, it is only natural that the already integrated people would be pissed about that as well. Wich just lowering the living standarts for the entire species perfectly simulates.
Just replace the action you are taking agianst them. What if you were purging and food processing those new conquered pops instead of enslaving them all? How would the ones already integrated NOT be pissed about that? Same effect, different severity.
If nothing else, the already integrated pops will fear "being next". Because why would they not?

Here's the thing: if a population has assimilated, they're not outsiders anymore.

The Japanese-American populace was not a sleeping threat ready to rebel once the war began, because they were multi-generationally American in many cases. They were not Japanese.

Similarly, if you've assimilated a population of aliens and then much later down the road conquer a hostile portion of the same species, it doesn't make sense that you'd have to treat the long-assimilated population badly just because you're trying to suppress and/or punish a portion of the same species that they have no cultural or government links to.

Again, what you are talking about is putting Xenophobia onto a Culture level. Rather then a Species level.

With the Idea being that the "old pops" already had their culture flipped to yours. But new pops are still on the "original culure" and have to be assimilated first (something that happened with the old pops decades ago).
There is no concept of Culture in the game. There is not even a way they could actually make cultures (that are grouped together), based on the game progress. With EU, CK, and HoI they at least could check historical documents. There is not historical documentation of spacefaring species.
The closest we get to a "culture" is propably the Ethos. Maybe they can expand traditions into that direction. But that would be mostly Ethos conflicts by another name again.

I guess that xenophobe will also have a modifier related to slavery.
