Is it possible to get retinues in the vanilla CK2 game? Do you have to buy the Roman DLC first to get retinue's in the vanilla, or are retinue's only active in the Roman DLC? I just thought it a bit strange that they have their own section in the vanilla game if you can't access them.

Yes you need LoR to use retinues. I wouldn't even get or activate LoR until the retinue system is patched. I'm not sure if it is even worth it yet.
